RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS
IN THE MATTER OF: DOCKET NUMBER: BC-2012-02404
COUNSEL: NONE
HEARING DESIRED: NO
_________________________________________________________________
APPLICANT REQUESTS THAT:
His reentry (RE) code of 2C (Involuntarily separated with an
honorable discharge; or entry level separation without
characterization of service) be changed to allow him entry into
any branch of military service.
_________________________________________________________________
APPLICANT CONTENDS THAT:
He believes his record is unjust because he was discharged for
something he could have controlled. He should have been given
another chance in a different Air Force Specialty Code (AFSC).
The applicants complete submission, with attachments, is at
Exhibit A.
_________________________________________________________________
STATEMENT OF FACTS:
On 6 Apr 10, the applicant enlisted in the Regular Air Force. On
7 Oct 10, his commander notified him that he was recommending he
be separated from the Air Force under the provisions of Air Force
Instruction 36-3208, Administrative Separation of Airmen, chapter
5, paragraph 5-26.3.; specifically, for failure to progress in
military training required to be qualified for service with the
Air Force or for performance of primary duties.
On 13 Oct 10, the discharge authority approved the recommended
discharge. A legal review by the Chief, Administrative Discharge
Branch, found the discharge case file legally sufficient and
recommended the applicant be issued an honorable discharge
characterization without probation and rehabilitation. On 20 Oct
10, the applicant was discharged for unsatisfactory performance.
He served 6 months and 15 days on active duty.
_________________________________________________________________
AIR FORCE EVALUATION:
HQ AFPC/DPSOA recommends denial. DPSOA states the applicants RE
Code of 2C is required per AFI 36-2606, Reenlistments in the
USAF, chapter 3 and based on his involuntary discharge with an
honorable character of service. In addition, the applicant has
not provided proof of an error or injustice in reference to his
RE code. DPSOA notes all members who receive an involuntary
discharge with an honorable character of service receive an RE
code of 2C.
The complete DPSOA evaluation is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant
on 7 Aug 12, for review and comment within 30 days. As of this
date, this office has received no response (Exhibit D).
_________________________________________________________________
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. We took notice
of the applicants complete submission in judging the merits of
the case; however, we agree with the opinion and recommendation
of the Air Force office of primary responsibility and adopt its
rationale as the basis for our conclusion that the applicant has
not been the victim of an error or injustice. Therefore, in the
absence of evidence to the contrary, we find no basis to
recommend granting the relief sought in this application.
_________________________________________________________________
THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that
the application was denied without a personal appearance; and
that the application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered
with this application.

Her narrative reason for separation does not have an effect on her RE code, as her RE code is driven by her involuntary discharge and honorable character of service. However, by a majority vote, the Board recommended denial of a change to the reentry code. AFPC/DPSOR has admitted that her discharge reason for separation and the corresponding separation code should be corrected.
